City Council Meeting Minutes
Jan. 11, 2023
Present were Mayor Ellen Anderson Buck, Council Persons Jason Thuman, Chris Schmit, Joe Benda, Patrice O’Reilly, City Attorney Robert Vose, Emily Schmit, and Treyben Kehren.
Motion by Schmit second by Benda to approve the agenda. Motion carried.
Motion by O’Reilly and second by Benda to approve the Dec. 14, 2022, council meeting minutes. Motion carried.
Motion by Schmit and second by O’Reilly to table the wage consideration for the Police Chief, to be discussed at a closed meeting at a later date. Motion carried.
Motion by Schmit and second by O’Reilly to move forward with the purchase of two new City of Goodhue signs, so long as the donations are given. Motion carried.
Direction was given by full council to allow City Attorney Vose to work through the language of the current Zoning Ordinance, that will be updated.
Motion by Benda and seconded by O’Reilly to approve the use of Rosie Park to the Goodhue Bellechester Rail Riders for a Safety Training Course on Jan. 29, 2023. Motion carried.

Assistant Mayor- Patrice O’Reilly, motion by O’Reilly and second by Schmit. Motion carried.
City Engineer- ISG, Reese Sudtelgte, motion by O’Reilly and seconded by Thuman. Motion carried.
City Attorney- Kennedy Graven, Robert Vose, motion by Thuman and seconded by Benda. Motion carried.
City Prosecutor- Goodhue County, motion by O’Reilly and second by Schmit. Motion carried.
Ambulance Board Member- Joe Benda, motion by O’Reilly and second by Thuman. Motion carried.
Fire Association Member- Jason Thuman, motion by O’Reilly and second by Schmit. Motion carried.
Motion by Schmit and Benda to table the Gas Board Member. Motion carried.
Swim Pool Liaison Member- Chris Schmit, motion by Thuman and second by O’Reilly. Motion carried.
Motion by O’Reilly and second by Benda to table the Farmers Market Committee Member. Motion carried.
Ordinance Committee Members Patrice O’Reilly and Chris Schmit, motion by Benda and second by Thuman. Motion carried.
Sanitary District Members Ellen Anderson Buck and Patrice O’Reilly, motion by Thuman and second by Schmit. Motion carried.
Employee Personnel Members Joe Benda and Ellen Anderson Buck, motion by Thuman and second by Schmit. Motion carried.
Budget Committee Members Chris Schmit and Jason Thuman, motion by O’Reilly and second by Benda. Motion carried.
Police update-Audit was completed and passed.
Motion by Schmit and second by O’Reilly to approve Resolution 1.23, Approving Joint Powers Agreement with the City of Goodhue, City Attorney and Police Department. Motion carried.
Motion by Thuman and second by Benda to approve Resolution 2.23, Permission for Mayor Anderson Buck, Clerk Jill Buxengard and Treasure Lindsay Finnesgard to sign city checks. Motion carried.
Motion by O’Reilly and second by Schmit to approve the city bills. Motion carried.
Motion by Thuman and second by Schmit to adjourn the meeting. Motion carried.
