City of Goodhue City Council Meeting Minutes Oct. 12, 2022

Present were Mayor Bien, Council persons O’Reilly, Thuman, Hahn and Brunkhorst.

Also present were Reese Sudtelgte, Terri and Dana Ryan, Jason Mandelkow, Chris Schmit, Pete Grimsrud, Chris Heath, Terri Buck, Joe Benda, Pam Altendorf, and Michael with KLM.

Motion by Hahn and seconded by O’Reilly to approve the agenda, with the Amendment of adding 13.1 new building permit. Motion carried 5-0.

Motion by O’Reilly and seconded by Thuman to approve the minutes from the Sept. 28, 2022, meeting. Motion carried 5-0.

Motion by Thuman and seconded by Hahn to approve the minutes from the Sept. 27, 2022, special council meeting. Motion carried 5-0.

Old Business

Motion by Brunkhorst and seconded O’Reilly to allow Chris Heath with MN WI Radio Group create a contract to be approved at a future council meeting, for the purpose of renting an antenna space on the water tower. Motion carried 5-0.

Motion by Thuman and seconded by Brunkhorst to approve the building permit variance for Dana and Terri Ryan. Motion carried 5-0.

Motion by Brunkhorst and seconded by Hahn to approve the setbacks being update on the drawings for Josh Lexvold’s building permit application. Motion carried 5-0.

Motion by Hahn and seconded by Thuman to approve the variance of 1 ft. on Howard Hinrichs building permit application. Motion carried 5-0.

Michael with KLM attended the council meeting to review the findings of the inspection of the water tower cleaning. Michael gave recommendations for future repairs and maintenance that should be done. Council tabled any maintenance to be done at this time and will be talked about at a future meeting. Overall, the water tower is said to be in great shape. City Engineer Reese Sudtelgte gave an update on 4th and Broadway Street projects. Change order for Broadway Street Watermain Extension motion by Hahn and seconded by Brunkhorst. Motion carried 5-0.

Pay application was approved by Hahn and seconded by Brunkhorst total paid. Motion carried 5-0.

Public Works update- Hydrants will be flushed Oct. 17, 18, and 19, 2022. Motion by Brunkhorst and seconded by Hahn to approve Empire Pipe Services to clean and camera sewer line problem areas. Motion carried 5-0.

Motion by Hahn and seconded by Brunkhorst to approve a $400 contract agreement with Goodhue County for seal coating. Motion carried 5-0.

Public works will report back to council which streets will be addressed at a future meeting. Snow quote request have been advertised. All Quotes are due to city hall by Oct. 26, 2022 at 4pm.

Building Permit for Roverto Garcia Hernandez has been table, waiting for additional information.

City Council was notified for the resignation of Treasurer Beth Poncelet, Thank you for your services to the City of Goodhue of 17 years.

Motion by Brunkhorst and seconded by O’Reilly to approve the bills. Motion carried 5-0.

Motion by Hahn and seconded by Thuman to adjourn the meeting. Motion carried 5-0.
