Call to Order
Mayor Schmit called the meeting to order at 6:00 p.m.
Approve or amend Agenda
Motion to approve agenda made by Nagel, seconded by Brunkhorst, motion carried 5-0-0.
Approval of Consent Agenda
• Motion to approve the bills

Resolution 26-12 Approving a Grant Anticipation Note for LSL Replacement
Workers Compensation declaration for the Fire Department volunteers was confirmed, and city has submitted for
cancellation.
This resolution approves the pass-through transfer of funds where the city pays the funds and the grant supports
reimbursement. This grant is expected to improve access to funding and related insurance compliance. Motion to approve
Resolution 26-12 approving a Grant Anticipation Note for LSL Replacement, made Brunkhorst, seconded by Brandt,
motion carried 5-0-0.
Committee Updates
Goodhue Gas Commission
Goodhue Gas Commission still has no third Commissioner. There are no candidates at this time, and the Commission will
run the ad for Gas Commissioner for another month.
Administrator Comments
Council and Administrator both commented that the Garbage and recycling container switch is going smoothly and LRS
has been very hands-on and communicating directly with the customers when available.
Council Comments
A letter concerning the Manor storm shelter situation has not been sent. The City is now waiting for Countryside Manor to respond once they have the church approval. They found a letter from 2005 that they had received permission from St.
Lukes Church as an emergency storm shelter site. Now that the church has a new location, the manor contacted them and it is on the church agenda for their September meeting to address the new emergency storm shelter plan location. Once that is approved by St. Lukes Church, the council can then review the plan for municipal approval.
Council member Nagel also requested that the policing contract be placed on the agenda for the next work session to
discuss building use.
Public Comments
Mr. Jerald Fulton had questions that pertained to the future of the pond located on the west side of 11th Street N. Is the
pond temporary or permanent? Who is responsible for the mowing and noxious weed control? What was the purpose of
the pond and plans for it as the area became more developed? Staff will gather information for discussion at the work
session and prepare to answer these questions at the next regular meeting.
